As described in this article from Reuters, FTC Chairman Jon Leibowitz told the Reuters Global Financial Regulation Summit in Washington on Monday, April 27th, 2009 that unless large behavioral e-marketers do a better job of disclosing and controlling how they collect and use customer information, they may face regulation forcing them to do so. Given the FTC's history of following up such statements with actually getting Congress to pass legislation (as with the Children's Online Privacy Protection Act of 1998, otherwise known as COPPA), such a statement from Chairman Leibowitz must be taken seriously.
